The incident occurred in the area of Redgate Avenue and Greenway Court in Norfolk’s Ghent neighborhood, according to WAVY. Neighbors noted the takeover unfolding around 8:15 p.m. before calling the Norfolk Police Department (NPD) at 8:22 p.m. An officer responded to the scene five minutes later, police said.

The officer had to respond to a separate call involving a weapon, so a second officer was sent to the scene of the takeover and arrived at 8:40 p.m. Video obtained by WAVY and WTKR News 3 shows a masked individual appearing to shoot off the flamethrower amid a large crowd of people gathered in the street. The crowd of bystanders moves out of the way to dodge the firework. Later, a car can be seen performing donuts as the crowd of bystanders films the incident.

A local resident who wanted to be identified only as Aleida confirmed the teens were shooting fireworks while speaking with WAVY.

“I opened my door and I just immediately smelled the smell of burned rubber,” she said. “I see them across the park just doing donuts, doing burnouts, shooting fireworks, then the flamethrower.” (RELATED: DOJ Deploys Aggressive New Tactic In Crackdown On ‘Teen Takeovers’)

Aleida alleged that some of the teens threw fireworks into a fire that had been blazing. One of the teens allegedly used a can to pour gasoline on the ground during the incident, WAVY reported.

“But you just see, like, sparks coming towards the gas and one of them landed right in it,” she continued. “And it just went – phew! – while everyone’s right there. … I’m just very confused how they got there — why our neighborhood? It’s just so random.”

While no injuries reportedly resulted from the takeover, the NPD’s criminal intelligence unit is investigating the incident, according to WAVY.

In a statement shared with the outlet, the NPD said it “proactively tracks and monitors car meetups and street takeover events. In addition to officers responding to these events in real time, detectives conduct follow-up investigations for each incident to charge those responsible for organizing and/or attending unauthorized events accordingly.”

Sunday night’s incident is not the first time a “teen takeover” has occurred.

A group of teenagers participated in a massive brawl Saturday night inside the Navy Yard Chipotle restaurant in Washington, D.C. The group of teens could be seen fist-fighting, throwing chairs, and standing on tables, according to an online video.
