Biden FBI Stopped CBP From Questioning COVID ‘Person Of Interest,’ Documents Released By Rand Paul Show

The FBI, under then-President Joe Biden, intervened to stop U.S. Customs and Border Protection (CBP) from questioning a COVID-19 ‘person of interest’ upon his return from China, according to documents released by Republican Kentucky Sen. Rand Paul Monday.

A Tactical Terrorism Response Team from the CBP National Targeting Center was preparing to search and question Dr. Peter Daszak, then-president of EcoHealth Alliance, upon his arrival at the John F. Kennedy airport in February 2021 when the FBI requested that authorities not stop him, the show. Daszak was returning from participating in the World Health Organization’s (WHO) investigation into the origins of the COVID-19 pandemic.

“Please be advised FBI New York requested we do not stop the subject below,” an email from a CBP officer referencing Daszak reads. The documents do not explain why the FBI made this request.

CBP officials cited Daszak’s 15-year relationship with the Wuhan Institute of Virology (WIV), his federal grants and contracts, and his direction of National Institutes of Health (NIH) funding for research conducted with Wuhan scientists as reasons for the planned search, according to the documents.

Officials also raised concerns over why the zoologist — with his extensive connections to Wuhan and his organization’s financial support for their work — had been chosen for the WHO team, according to the documents.

Paul announced he was publishing documents related to his ongoing investigation into the origins of the COVID pandemic in a post on X Monday.

“They told the public a COVID lab leak ‘wasn’t plausible.’ Their own private messages say otherwise. Today I’m launching The Reading Room where the public can review records related to my ongoing investigation – not just conclusions but the actual documents,” he wrote.

EcoHealth Alliance, a now-defunct nongovernmental agency, lost its funding from the U.S. Department of Health and Human Services (HHS) in 2025 after HHS claimed that the organization and Daszak “facilitated gain of function research in Wuhan, China without proper oversight and willingly violated multiple requirements of its multimillion-dollar National Institutes of Health (NIH) grant.” The alliance also confirmed to HHS that it had terminated employment.

The documents Paul published, which include internal emails, interrogation plans, and detailed flight plans, highlighted how the NIH had publicly asked Daszak to bring back the original specimen used by Wuhan for genetic analysis. The organization also requested that he explain different parts of his collaboration with the group, including elements related to cell phone data.

The targeting team planned to question Daszak about whether his team visited WIV, which areas it inspected, whom he met during the trip, and whether he interacted with Chinese government officials. The National Targeting Center (NTC) also recorded questions about whether Daszak collected biological samples during the trip, whether he mailed biological samples back to the U.S., and whether he maintained contact with individuals at WIV, according to the documents.

Daszak coauthored the publication “Isolation and characterization of a bat SARS-like coronavirus that uses the ACE2 receptor” in 2013, according to the report. The targeting package said that this paper was significant because it was the first report of a SARS-like coronavirus, WIV1, binding to and infecting human cells.

The targeting package also described how “much of the funding DASZAK receives is put towards gain of function research,” which is also known as “biological weapons research,” the records said.

The targeting report cited widespread criticism of this type of research due to ethical concerns and questions about whether “the science is worth the risks of creating a potentially harmful virus or disease.”

Paul promised to continue posting documents related to his investigation.

“This isn’t the whole story. It’s the start of one. The Reading Room will be updated on a rolling basis as the investigation continues,” Paul wrote.

The Kentucky lawmaker has long accused Dr. Anthony Fauci, chief medical advisor to former President Joe Biden, of engaging in an “orchestrated cover-up” during the COVID-19 pandemic. The senator recently posted on X celebrating the fact that Fauci will finally appear before his investigative committee.

Daszak now serves as the president of Nature Health Global, a nonprofit group that does ecological research and works to prevent future pandemics.

The Daily Caller reached out to Nature Health Global but did not receive a comment prior to publication.
