The Religious Liberty Commission presented Friday the final draft of a report to President Donald Trump in the Oval Office, with recommendations on how to enhance religious liberty policies, including within the healthcare industry and the U.S. military.<\/p>\n

Chairman Dan Patrick and Vice Chairman Ben Carson presented their findings to the president based on seven hearings held by the commission, interviewing more than 100 witnesses since the beginning of Trump\u2019s second term. The commission was established in May 2025 through an executive order designed to \u201cidentify emerging threats to religious liberty, uphold Federal laws that protect all citizens\u2019 full participation in a pluralistic democracy, and protect the free exercise of religion.\u201d<\/p>\n

Topics of the hearings included religious liberty in the military, education, health care, the public and private sectors, the protection of parental rights and faith-based institutions, and combating increased anti-Semitism and violence against houses of worship.<\/p>\n

The commission\u2019s report and recommendations reflect these same topics.<\/p>\n

The report begins with two chapters explaining the importance of religion in the U.S. and the country\u2019s history with religion before dedicating each subsequent chapter to a different group and recommendations for protecting that group\u2019s religious freedoms.<\/p>\n

For example, in the section dedicated to health care workers, the report lists specific legislation the administration could support, including the Conscience Protection Act and the Conscience Protections for Medical Residents Act; calls for the Department of Health and Human Services\u2019 (HHS) Office for Civil Rights to be more aggressive in openning civil rights investigations; and recommends that the Department of Justice (DOJ) support strategic litigation to protect religious freedom rights in health care.<\/p>\n

The report also calls for medical students and health care professionals to receive clear notice of their right to opt out of training or practices that violate their conscience. It recommends making the default for students to opt out of abortion training and expanding those protections to include \u201cphysician-assisted suicide, sex reassignment procedures, and sterilization.\u201d<\/p>\n

<\/p>\n

A section titled \u201cAmerica\u2019s Warfighters Deserve Better\u201d focuses on the military\u2019s COVID-19 vaccine mandate, which penalized service members who refused the vaccine because of religious objections.<\/p>\n

In addition to urging the Department of War to continue restoring service members dismissed for not following the Biden-era mandate, the commission recommends creating a spiritual fitness guide, issuing updated guidance on how religious liberty should be applied in the military, strengthening training standards for military leaders, protecting religious expression, and conducting religious freedom impact assessments as part of operational planning.<\/p>\n

Other key recommendations include instructing the DOJ to issue clarifying guidance on the Establishment Clause and separation of church and state; creating religious liberty violation reporting hotlines and online portals for the DOJ, HHS, and the Equal Employment Opportunity Commission (EEOC); creating a religious liberty task force within the DOJ; repealing the Johnson Amendment; and nominating and confirming federal judges who will handle religious liberty cases with proper prudence.<\/p>\n

The 224-page report, according to its authors, is not only meant to serve as a list of recommendations and notes from the hearings, but also to equip all Americans with the knowledge and support needed to defend their constitutional rights.<\/p>\n

The commission has faced its own set of controversies, including being the target of a lawsuit that claimed that the group had been too Christian-focused, thus leaving religious minorities out of the conversations, and for the ousting of former Miss USA model and Catholic commission member, Carrie Prejean Boller, for having \u201chijacked\u201d a hearing and turning it into a heated debate on Christianity, antisemitism and Zionism.<\/p>\n
