It requested a $5.9 million appropriation from CNMI\u2019s legislature for fiscal year 2027 amid \u201csignificant financial strain,\u201d Marianas Variety News reported April 2026. They want their children to go to American universities,\u201d CHCC obstetrician-gynecologist Dr. Geoffrey Fraiche\u00a0told the New York Post. \u201cI tried to encourage them to leave the island because we have limited resources to address high risk anomalous babies but they ended up having their baby here.\u201d<\/p>\n<p>Immigration Accountability Project (IAP) president Chris Chmielenski told the DCNF that while it is hard to be certain that birth tourism is straining CNMI\u2019s healthcare system on account of there being no official estimate, \u201cwe know through other estimates that nonimmigrants, particularly illegal aliens, place a financial strain on our healthcare system, so it\u2019s reasonable to assume that there\u2019s some impact on CNMI\u2019s system due to birth tourism.\u201d<\/p>\n<p>\u201cFollowing the Supreme Court\u2019s ruling to overturn President Trump\u2019s executive order, the administration and Congress must double down on restricting both birth tourism and birthright citizenship,\u201d Chmielenski told the DCNF.<\/p>\n<p>Chmielenski recommended that President Trump uses his Section 1182(f) authority that the Supreme Court upheld to halt most entries into the country as to prevent future births from non-citizens, and that Congress exercises its Article I authority over naturalization to define who truly is \u201csubject to the jurisdiction\u201d of the United States. He also recommended passing the PAUSE Act\u00a0to place a temporary hold on most legal immigration, and Secure the Border Act\u00a0to halt most illegal immigration.<\/p>\n<p>Between 225,000 and 250,000 children were born to illegal immigrants\u00a0in the U.S. in 2023, according to the Center for Immigration Studies.
