Yale University historian Mark Peterson argued that the U.S. House of Representatives\u2019 435-seat limit set in 1929 makes the legislature less representative than America\u2019s Founding Fathers intended, YaleNews reported July 7. <strong>(RELATED: Meet The Members Of Congress Who Want To Turn Back Clock 100 Years On American Institution)<\/strong><\/p>\n<p>\u201cWe have created this false sense that representation is a scarce item that we have to fight tooth and nail over, when we could have as many representatives as we want,\u201d Peterson said regarding the unchanged representation.<\/p>\n<p>Peterson did not immediately respond to the Daily Caller News Foundation\u2019s request for comment.<\/p>\n<p>\u201cI think that the United States needs a major constitutional reworking \u2026 But I don\u2019t think it will happen according to the rules of the 1787 Constitution,\u201d Peterson told YaleNews. \u201cI very much encourage Americans of every age and every stripe to start thinking about the kind of country they would want, how it would look, how it would be structured, and start imagining ways to get there.\u201d<\/p>\n<p><!-- \/10519169\/dailycaller_incontent_2 --> <iframe loading=\"lazy\" allow=\"autoplay; clipboard-write; encrypted-media; picture-in-picture; web-share\" allowfullscreen=\"true\" frameborder=\"0\" height=\"591\" scrolling=\"no\" src=\"https:\/\/www.facebook.com\/plugins\/video.php?height=476&amp;href=https%3A%2F%2Fwww.facebook.com%2Freel%2F874780335536421%2F&amp;show_text=true&amp;width=267&amp;t=0\" style=\"border:none;overflow:hidden\" width=\"267\"><\/iframe><\/p>\n<p>Multiple Democrats have called for the legislative branch to expand over the years. For example, Democratic Rep. Earl Blumenauer of Oregon introduced the REAL House Act in January 2023, which aimed to increase the number of districts in the House from 435 to 585 after the 2030 Census. The following month, Democratic Rep. Sean Casten of Illinois told his colleagues to not only add 138 more seats to the House, but also establish 12 at-large U.S. Senate seats.<\/p>\n<p>Additionally, expanding the House and abolishing the Senate is part of the Democratic Socialists of America\u2019s agenda.<\/p>\n<p>However, the idea of expanding the House is not necessarily a left-wing initiative.<\/p>\n<p><!-- \/10519169\/dailycaller_incontent_3 --> <\/p>\n<p>\u201cThe Constitution establishes 30,000 as the minimum size of a congressional district, but it sets no maximum,\u201d Hillsdale College professor Kevin Portteus told the DCNF. \u201cJames Madison noted in The Federalist that establishing the correct size for a legislature involves balancing two imperatives. On the one hand, districts can\u2019t be so large that elected representatives cannot represent their constituents effectively. On the other hand, if districts are too small, the legislature will be so large that it is completely unmanageable.\u201d<\/p>\n<p>The average population of a congressional district today is 761,169 seats, according to the 2020 Census. It was 280,675 in 1930. American congressional districts are massive by comparison, so adding members would certainly enable representatives to more accurately reflect their constituents,\u201d Portteus said. \u201cOn the other hand, the larger a legislature becomes, the more likely it is to be dominated by its leadership, and the more it needs such domination to be capable of legislating effectively. So, it\u2019s a trade-off.\u201d<\/p>\n<p>Another member of Hillsdale\u2019s political science faculty warned of a similar trade-off.<\/p>\n<p>\u201cThe Founders argued that creating a numerous legislature would be disastrous because it would \u2018incapable of transacting public business,\u2019 as the Anti-Federalist Brutus put it. A large assembly can\u2019t deliberate or debate, and there are too many disagreements to work out,\u201d Hillsdale College professor Joseph Postell told the DCNF.<\/p>\n<p>Postell is a former visiting fellow at The Heritage Foundation.<\/p>\n<p>\u201cJames Madison warned in the Federalist papers, increasing the size of the legislature would make it \u2018more oligarchic\u2019 rather than more democratic, because in order to get anything done, rank-and-file members would give up much of their independence and be directed by leaders,\u201d Postell said. \u201cWe see this today, even with only 435 members in the House: it\u2019s the committees and the party leaders that run the House, rather than ordinary individual members. I think the Founders would worry that increasing the size of the House would exacerbate these problems rather than fix them.\u201d<\/p>\n<p>Postell said that while the United States has \u201calready gone a long way towards creating a numerous legislature,\u201d he thinks \u201cthere could be some good effects of increasing the size of the House a small amount.\u201d<\/p>\n<p>\u201cMost importantly, it would create smaller districts in which average citizens may actually be acquainted with their candidates and representatives,\u201d Postell said. \u201cIn turn, it might make those representatives listen more to their constituents than to national organizations and donors.
