House Republicans advanced a new budget reconciliation framework and bill to end insider trading to the Senate.<\/p>\n

Late Wednesday, the House advanced a new budget reconciliation framework and passed legislation targeting insider trading, sending both measures to the Senate as Speaker Mike Johnson pushed to move several GOP priorities forward before lawmakers leave for the five-week August recess.<\/p>\n

In an ambitious move, Johnson brought a roughly $95 billion reconciliation framework to the House floor that includes provisions tied to the SAVE America Act. The package passed by a vote of 216-214.<\/p>\n

The Speaker also advanced the \u201cStop Insider Trading Act,\u201d which includes a provision requiring voter ID for federal elections. The bill passed 232-198.<\/p>\n

The Speaker\u2019s move on Wednesday to pass several pieces of legislation came just before lawmakers leave for the five-week August recess. (RELATED: Mike Johnson Has Plan To Pass Save America Act, But It Will Face Several Tripwires Along The Way) <\/strong><\/p>\n

The reconciliation framework includes funding to bolster the Pentagon, provide agricultural aid, and set aside resources to encourage states to adopt election-related measures tied to the SAVE America Act, according to a report from The Hill.<\/p>\n

But what that \u201cenforcement\u201d would actually entail remained the subject of heated negotiations between Republican leadership and rank-and-file GOP skeptics. <\/p>\n

Several Republicans wanted more details before casting their votes after lawmakers broadly criticized an initial proposal that relied on incentives and grants for blue states.<\/p>\n

\u201cI don\u2019t know,\u201d Johnson told reporters Tuesday evening when asked what he wanted the enforcement policy to look like, according to a Politico report. <\/p>\n

\u201cWe\u2019ve got a lot of negotiating to go through.\u201d<\/p>\n

The uncertainty fueled opposition from some Republicans. Republican-turned-Independent Rep. Kevin Kiley voted \u201cno\u201d on the budget, telling Punchbowl News\u2019 Congressional Defense reporter, Anthony Adragna, \u201cI was disappointed with how this came together. Meanwhile, Republican Reps. Thomas Massie of Kentucky and Warren Davidson of Ohio also ultimately voted against the measure.<\/p>\n

Wednesday\u2019s vote on the reconciliation framework marks the next step in advancing Republicans\u2019 legislative agenda before the Senate takes up the measure.<\/p>\n

Senate Majority Leader John Thune said he will not be taking up the House budget resolution and that he would prefer to work with Democrats on crafting the Senate\u2019s own version of the framework. <\/p>\n

Thune wrote in a post on X, following his remark on the Senate floor Wednesday, \u201cNo one is served by another shutdown \u2013 not either political party, and most of all, not the people we represent. I appreciate Chair Senator Collins\u2019 work to engage with Democrats and produce a bipartisan CR, and I look forward to bringing it up on the Senate floor in the coming\u201d<\/p>\n
