A federal panel on Tuesday<\/span> blocked Alabama Republicans\u2019 House map, ruling that the Supreme Court\u2019s recent landmark decision limiting the Voting Rights Act does not affect their conclusion that the map was intentionally discriminatory against black voters.<\/span><\/p>\n

In a issued on Tuesday, the three-judge federal panel directed Alabama to continue using the court-drawn \u201cSpecial Master\u201d congressional map for November\u2019s midterms. The panel wrote in the ruling that the \u201cpurpose\u201d of the state\u2019s plan to use a new 2023 congressional map \u201c<\/span>was to distribute\u201d black voters \u201cacross <\/span>districts to dilute their votes, at least in part because they are Black.\u201d (RELATED: Supreme Court Clears Way For Alabama To Redraw Congressional Map)<\/strong><\/span>
<\/span><\/p>\n

After the Supreme Court\u2019<\/span>s Voting Rights Act decision in April 2026, Alabama moved to reinstate a 2023 congressional map \u2014 containing just one Democratic-leaning district \u2014 that had previously been struck down in court, Politico reported.\u00a0<\/span><\/p>\n

\u201cUltimately, we cannot see our way clear to requiring Alabamians to cast their <\/span>votes in the 2026 elections under a districting plan tainted by intentional race-based <\/span>discrimination,\u201d according to the ruling. \u201cAnd under the unusual circumstances of this case, we conclude that <\/span>a limited order requiring the Secretary to continue using this Court\u2019s race-blind map <\/span>will not disrupt Alabama\u2019s elections (all candidates ran under the race-blind map <\/span>until fifteen days ago, and all voters remain districted under the race-blind map in <\/span>electoral computer systems).\u201d<\/span><\/p>\n

\u201cCounsel argues mightily that the Legislature\u2019s partisan motives drove the <\/span>creation of the 2023 Plan, but this enormous record contains no evidence of a <\/span>partisan motive,\u201d the ruling says. \u201cAnd the only evidence on the issue cuts against one: Alabama\u2019s <\/span>legislative leadership testified that overtures from national party leaders did not <\/span>affect their work.\u201d<\/span><\/p>\n

However, Alabama could still appeal the ruling to the U.S. Supreme Court, the Associated Press reported.\u00a0<\/span><\/p>\n

The panel consisted of Circuit Judge Stanley Marcus, who was appointed by former President Bill Clinton, and two judges appointed by President Donald Trump: District Judges Anna Manasco and Terry Moorer, The Hill reported.<\/span><\/p>\n

On May 11, the Supreme Court cleared the way for Alabama to proceed with a congressional map that a lower court had previously blocked for allegedly violating Section 2 of the Voting Rights Act, which prohibits racial discrimination in voting, according to SCOTUSblog.<\/span><\/p>\n
