President Donald Trump\u2019s administration announced it\u2019s directing billions of dollars toward programs focused on homeless recovery and self-sufficiency in a policy reform Monday.<\/span><\/p>\n

The Department of Housing and Urban Development (HUD) announced a new $4.04 billion Notice of Funding Opportunity (NOFO) for the agency\u2019s Continuum of Care (CoC) program for the homeless, according to a Monday announcement. HUD Secretary Scott Turner said the previous \u201chousing first\u201d policy failed America by not curbing the homelessness crisis. The 2025 Annual Homelessness Assessment found that b<\/span>etween 2013 and 2025, taxpayer-funded beds increased 151% and homelessness also increased by 27%, though the latter fell by 3% from 2024 to 2025, according to a HUD statement.<\/span><\/p>\n

\u201cThe status quo on homelessness is not working,\u201d said Turner. \u201cIn a country as prosperous as ours, it is unacceptable that hundreds of thousands of our fellow Americans are sleeping on the streets, struggling with drug addiction, suffering from mental illness and trapped in cycles that federal policy has too often failed to address.\u201d<\/span><\/p>\n

Under its new framework, HUD said it will prioritize investments in transitional housing assistance as well as treatment and supportive services, according to an April 30 press release. These include street outreach, job training, treatment of addiction and caring for children.<\/span>(RELATED: HUD Secretary Says Illegals May No Longer \u2018Live In Taxpayer-Funded Housing\u2019)<\/b><\/p>\n

HUD also signaled it would emphasize working with religious groups, law enforcement and other organizations to fight homelessness. The department explicitly called for targeting illicit drug use in the homeless population. <\/span>HUD also announced a $1.3 billion investment in new projects, with a particular emphasis on transitional housing and supportive service programs.<\/p>\n

<\/p>\n

\u201cThey\u2019ve been doing homelessness assistance for decades before the federal government got involved,\u201d said a subject matter expert from HUD. \u201cUnder the housing first mandates that have been pushed by HUD in the past, faith-based providers were forced out of the picture because they so often require the kind of accountability that we are now supporting and encouraging.\u201d<\/span><\/p>\n

The 2026 CoC funding competition was expected to open immediately, with awards scheduled to be announced by Dec. 1, according to the April 30 announcement.<\/span><\/p>\n

Former President Joe Biden\u2019s administration built on a \u201chousing first\u201d approach to the homelessness issue, launching a plan in December 2022 intended to increase the housing supply offering support services and keep people from becoming homeless, KATU previously reported.<\/p>\n

The 2025 Annual Homelessness Assessment (AH) also that there were 745,652 homeless people January 2025 in a single night nationwide, a 3% decrease from 2024. This wane of 25,828 homeless persons, which is largely attributed to the 4% decrease in emergency shelters, marks one of the first nationwide declines in recent years. The AHA found 771,480 homeless in 2024, 653,104 in 2023 and 582,462 in 2022.<\/p>\n

HUD\u2019s recent reform is part of a broader effort by Trump\u2019s administration to connect homelessness policy with addiction treatment and recovery programs.<\/span><\/p>\n

In April, the White House hosted a <\/span>summit<\/span> bringing together federal officials\u00a0<\/span>and addiction treatment experts to develop new approaches for treating substance abuse by the homeless. Prominent attendees included Department of Health and Human Services Secretary Robert F. Kennedy Jr., Assistant Secretary of Health Admiral Brian Christine and HUD Assistant Secretary Ronnie Kurtz.<\/span><\/p>\n
