A new investigation published Wednesday revealed the extent to which California’s public colleges and universities are stockpiling weapons, such as AR-15s and stun grenades, to keep their campuses safe.

CalMatters, a non-profit investigative outlet, reported that university police in California’s higher education institutions have amassed scores of weapons and reserves of ammunition. The mass inventory from 2025 records includes hundreds of AR-15s, thousands of munitions laced with the same chemical found in chili peppers, drones, stun grenades, and even a submachine gun, according to the outlet. Under current federal law, the Department of Defense is allowed to transfer extra arms and ammunition to federal and state agencies for law enforcement purposes, sometimes at no cost. This means university police can stockpile weapons previously reserved for members of the armed forces.

California passed a law in 2021 that restricts campus police from possessing military equipment unless the institution deems it strictly necessary for safeguarding civilian life, CalMatters reported. Additionally, the law mandates full transparency, requiring law enforcement to disclose all equipment transactions to the public.

CalMatters found that “not every college follows every part of the law,” with some universities failing to be properly transparent with the public regarding their military equipment.

The UC system has become famous for its campus protests and mass demonstrations, as well as student encampments, that have led to violent clashes with police forces.
