Immigrant Dead After Fleeing Arrest, DHS Says He Attempted To Use Vehicle As Weapon

An individual believed to be a Colombian national was fatally shot by an Immigration and Customs Enforcement (ICE) agent during an attempted vehicle stop on Monday in Biddeford, Maine.

ICE was conducting a surveillance operation at the last known address of an illegal alien, according to a statement shared by the Department of Homeland Security (DHS) on X.

The individual left the residence in his vehicle. ICE attempted to conduct a vehicle stop, prompting the individual to flee the scene. He was then struck by an officer who feared for his safety and fired his gun, according to the statement.

Although emergency services were contacted following the incident, the individual died as a result of his injuries, DHS said.

The incident was captured on surveillance video by a local business, according to the Boston Globe.

The video appears to show a white sedan driving in circles before a white SUV with flashing lights rams into the car, stopping it. Two federal agents then appear to exit the white SUV and approach the driver of the white sedan. One of the agents appeared to remove a weapon from his waistband and aimed it at the driver of the white sedan.

Witnesses said the driver did not comply with the agents’ command to exit the vehicle and attempted to flee toward one of the agents, the Bangor Daily News reported.

Jessica Alfreds captured the audio of the shooting with her Ring doorbell camera before watching agents run down the street from the second-story window of her residence.

“It’s almost like it’s not real, to see it with my own eyes,” she told the Bangor Daily News.

Another witness, who chose to remain anonymous, captured video of the incident and provided it to the outlet. The witness said she heard the agents yell “weapon” multiple times before the shooting occurred. Nelson Elias, who said he was a neighbor of the individual, identified him as 26-year-old Colombian national Joan Sebastian Guerrero, according to the Portland Press Herald. An immigration advocacy organization also confirmed Guerrero’s identity, according to the outlet. Guerrero has a wife and a young daughter, Elias told the Portland Press Herald.

Elias said he did not witness the shooting.

“He was just trying to escape,” Elias told the Portland Press Herald. “I just know it.”

Guerrero was authorized to work in the U.S., according to the Bangor Daily News.

He was not the target of a warrant being executed by the agents, according to Independent Maine Senator Angus King, who said he spoke to Secretary of Homeland Security Markwayne Mullin. King went on to say that Mullin told him the man attempted to use his vehicle as a weapon against the federal agents in pursuit.

The Biddeford Police Department and the Federal Bureau of Investigation (FBI) responded to the incident, according to DHS. An investigation into the incident is underway.
