Petty Health Bureaucrats Crack Down On Woman Serving Free Breakfast To Locals In Her Own Kitchen

An extraordinarily kind, generous woman from Harrisburg, Missouri, wakes up every weekday morning at 3:30 a.m. to cook free breakfast for anyone who wants it. But local health bureaucrats are cracking down and demanding that she get a permit to keep serving food.

Kathy Kite often feeds dozens of locals breakfast items — eggs, burritos, bacon, and sandwiches — every day, according to local outlet KOMU 8. Although she keeps a tip jar, each meal is free because Kite just wants to “give people a chance to have something nutritious to eat” and not worry about costs. But in July, the Columbia/Boone County Public Health and Human Services Department sent Kite a letter informing her that they had received a complaint and demanding that she obtain a permit to keep serving meals. Health department employees even told her that she could face jail time if she doesn’t comply, Kite said.

As word of the letter spread, Kite said the number of people stopping by her house every morning dropped to a handful of regulars.

“It’s sad that our world has come to a place where people are afraid to help each other because they don’t want to get in trouble,” she told the outlet.

Jordan Bales, an environmental health and safety manager at the county health department, maintained that they are “obligated to enforce via the food code” but that they are trying to be a positive “community partner.”

“In a case where someone is able to, let’s say a stranger, is able to walk up and receive food, whether there’s payment exchanged or not, the Health Department would need to be involved in that just to ensure the safety of the food,” she said.

Thankfully, Dave Roland, the director of allied litigation for the libertarian Goldwater Institute, sent a letter to the health department stating that the attempted enforcement might violate Kite’s civil liberties.

Kite is still serving food to family and friends, but wants to do so without the looming fear of getting in trouble with the government.

“Not everything’s about money,” she told KOMU 8. “Some things are just about friendship and love. Spread the love.”

Of course, this is an amazing message from Kite. But it’s an absolute tragedy that the government could end up snuffing out and ruining a wonderful display of generosity and community ritual over a silly rule. They should let this one slide and (literally) let her cook.
