Immigration and Customs Enforcement officers tried to trap 28-year-old Oscar Belgal in Marble Hill on Thursday, according to the New York Post. He crashed into two government cars and steered toward officers, Enforcement and Removal Operations chief Marcos Charles said at a Friday news conference.

City surveillance cameras recorded Belgal backing a Honda CR-V as a plainclothes officer moved in with a drawn weapon, NYPD Commissioner Jessica Tisch said. One officer fired at least seven rounds and hit him below his left ear. (RELATED: ICE Arrests Nigerian Illegal Immigrant For Exposing Himself While Allegedly Canvassing In Key House Race)

He entered the United States from the Dominican Republic around 2022 and has ties to the Trinitarios gang, the Post reported. His record included a grand larceny conviction and arrests for assault, robbery, drugs and weapons, the Department of Homeland Security (DHS) said in a statement to Fox 5 NY.

Belgal held someone up with a gun in 2023 before pleading guilty to a reduced fourth-degree grand larceny count, according to the Post. A judge gave him a month in jail and five years of probation in January. Officers arrested him again in August 2025 for allegedly selling fentanyl, cocaine and heroin. He walked free as that case stayed open.

Federal officials linked Belgal to the July 2025 shooting of an off-duty Customs and Border Protection officer, saying his contact appeared in a suspect’s phone, the Post reported.

Belgal had his 5-year-old son in the back seat when agents opened fire, according to the Post. The boy escaped unharmed. The agents wore body cameras during the arrest attempt, Homeland Security Secretary Markwayne Mullin said. Officials had not released the footage.

Democratic Mayor Zohran Mamdani called Belgal a New Yorker. “They wore construction vests and masks that concealed their faces,” Mamdani told reporters, the Post reported. “There was no reasonable way to identify them as ICE agents.”

Some Bronx residents disagreed. “I don’t consider him a New Yorker,” resident Migdalia Martinez told the Post. Belgal went to a hospital before his transfer to a Brooklyn detention center.

Homeland Security has filed 14,766 detainer requests with New York since January 2025, according to the New York Post. The state has answered none of them, Mullin said.
