The incident happened at approximately 1:30 a.m. on Interstate 71 in Madison County, Ohio, WBNS reported, citing Ohio Highway Patrol. Driver Behkzod Asrarov hit 21-year-old Tobias Forsythe’s vehicle, crashed through a median cable barrier, went over a median, and crossed into the interestate’s northbound lanes, ABC6 reported, citing charging documents. Sources described the accused as an Uzbek national, Fox News Digital reported. The university announced Forsythe’s passing July 6 in a statement.
When Ohio State Highway Patrol troopers came to investigate the scene, they found that Asravov had allegedly removed the dash camera from his truck, according to the New Bedford Guide. The truck cab allegedly still had a camera mount and cord inside. Troopers found the dash cam in Asravov’s pocket at the hospital, according to court documents. Prosecutors charged Asrarov with tampering with evidence, according to CBS News. The charge is a third-degree felony. Asravov had previously failed an English language proficiency test and cops had to employ Google Translate to communicate with officers, Transportation Secretary Sean Duffy said. The accused reportedly had an Ohio Commercial Driver’s License (CDL), Fox News Digital reported.

Sources alleged Asravov attempted to destroy three phones that he was in possession of as well as a logging device. He reportedly entered the U.S. during former President Joe Biden’s administration in 2024 through the diversity visa lottery program.
“We cannot let truck drivers like Asrarov, who can’t read our road signs or speak to law enforcement, drive 80,000-pound rigs on America’s highways,” Duffy said. “I am praying for Toby’s family and loved ones after this horrible loss. We will never stop fighting to keep these dangerous truck drivers OFF THE ROAD so no other parents have to endure this unimaginable grief.”
According to a Department of Homeland Security (DHS) spokesperson, “Bekhzod Shukratovich Asrarov entered the United States legally in 2024 and was granted a green card by the Biden administration.”
